Examples Of Duties

Under general supervision of the County Attorney, Deputy County Attorney, Assistant County Attorney, Office Manager or designee(s), serves as technical lead in the review of appraisals to ascertain equitable property prices and values for the purpose of the acquisition and disposal of real property; and does related work as required.

  • Leads and instructs staff performing appraisal work to ascertain equitable property prices and values for properties under consideration for acquisition or disposal by the County.
  • Signs off on the work of the staff as they progress towards certification.
  • Reviews complex appraisals and prepares complex appraisals in connection with Federal, State, and County projects for accuracy, standards, format, values and procedures.
  • Makes recommendations of just compensation for acquisition and disposal of real property.
  • Analyzes engineering information and inspects properties to estimate the number of appraisals, necessary costs and land values.
  • Testifies in court or on boards regarding real estate values or other appraisal matters.
  • Attends meetings to explain the appraised basis for accepted appraisals.
  • Prepares appraisal reports for the County Council and Office of Law.

Performs other related duties as required.

Qualifications

Graduation from an accredited college or university with a bachelor's degree in real estate, property law, business or public administration, or a closely related field plus four years of experience in real property appraisal. (Education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience up to a maximum of two years. Experience may be substituted for the required education on a year-for-year basis up to a maximum of four years.) Comprehensive knowledge of appraisal practices and techniques. Comprehensive knowledge of property values and real estate trends. Comprehensive knowledge of the principles of eminent domain and partial acquisitions. Comprehensive knowledge of land use planning and zoning. Comprehensive knowledge of contract and real estate laws. Skill in preparing appraisal reports and maintaining records. Skill in interpreting construction plans and plats. Ability to communicate effectively both verbally and in written form. Ability to establish and maintain effective working relationships with others. Ability to lead and instruct others. Certification as a Certified General Real Estate Appraiser by the State of Maryland Commission of Real Estate Appraisers and Home Inspectors is required at the time of application. Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of application. All licenses and certifications must be maintained throughout employment. Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered. Proof of degree equivalency documentation from World Education Services, Inc. ( is required for applicants who have obtained a degree from outside the United States of America.

Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions. Paid benefits listed below vary depending upon the Classification. Payroll through direct deposit to the financial institution selected by employee is required. 70 to 80 percent tuition reimbursement following successful completion of pre-approved courses related to position. Amount of reimbursement and fiscal year dollar limitations vary with bargaining group. Nationwide Retirement Solutions offers a 457 retirement plan allowing for payroll contributions of tax deferred dollars to investment options of your choice.
